In an AE or VE flood zone, an enclosure below base flood elevation needs at least one square inch of net open area per square foot of enclosed area, with a minimum of two openings on different walls, each no more than one foot above adjacent grade. ICC-ES certified engineered vents carry a higher rated coverage.
The non-engineered calculation
For plain openings, the rule is geometric: one square inch of net open area per square foot of enclosed area. Net means the actual clear opening after any screen or louvre is accounted for — a 64 square inch hole with a grille might net far less.
There must be at least two openings, and they must be on different walls so water can flow through rather than into a dead end.
Engineered vents and why they are usually used
An engineered flood vent certified by ICC-ES has a tested flow rate, and the certification allows that rated coverage to be used instead of the geometric calculation. A single certified unit commonly covers a couple of hundred square feet of enclosure, so a crawl space that would need many plain openings may need only a handful.
They also have a closure that stays shut in normal weather and opens on flotation, which is why they do not simply act as permanent holes in the foundation.
What this means around Wilmington
New Hanover and Brunswick counties contain substantial AE and VE zoned areas, and much of the coastal housing stock predates current requirements. Hurricane Florence in 2018 is within the memory of most of these buildings.
An elevation certificate documents what openings a property actually has. Where it shows insufficient area, that is both a code exposure and a flood insurance rating question — and it is cheaper to resolve at renewal than after a storm.
Encapsulation and flood vents together
The two are compatible, and both are common on this coast. The requirements are that the liner and any insulation must not obstruct the openings, and materials below base flood elevation should be flood-damage-resistant.
What is not acceptable is blocking flood vents to keep a crawl space dry. Unequalised hydrostatic pressure is what collapses foundation walls in a flood.
The bottom line
Check your elevation certificate. If the openings are insufficient or have been blocked, that is worth fixing regardless of whether you are encapsulating.
